We have been a consistent top performer since the index began in 2013.This annual ranking of the Cities & Municipalities Competitiveness Index (CMCI) looks into 4 competitiveness pillars where Naga has successfully set the standards.

Heart of Bicol

NAGA CITY, which is centrally located in the Bicol region, is the regional center of finance, trade, commerce, education, religion and culture. With an area and population equivalent to only 0.5% and 2.9% of the regional total, we account for more than 21% of Bicol investments.

With an annual average growth rate of 6.5% since the 1990s, Naga is one of the fastest-growing economies in the country today. The city accounts for approximately 21% of all regional investments with household income 42% and 126% higher than the national and Bicol averages, respectively.

The city is a hub for firms tapping the regional markets, providing access to a population of 800,000 in Metro Naga, almost 2 million more in the rest of Camarines Sur, and around 6 million in the other Bicol provinces.

Model of Good Governance

Since 1988, Naga City has built a reputation for being a Model of Good Local Governance founded on the core elements of transparency, accountability, and participation. We are home to Jesse M. Robredo’s servant leadership that pioneered the Citizen’s Charter, People’s Council Participation, and iGovernance program among others.

TRANSPARENCY – Naga City has consistently made available for the public all documents pertaining to City’s Budget, Expenditures, Contracts and Loans, Procurements Plans and other reports that its constituents should be made aware of.

ACCOUNTABILITY – Corruption had been eliminated by instilling accountability to all government officials and employees in the City Hall.

PARTICIPATION – Naga City’s multi-awarded People Empowerment Program brings together government and the private sector towards more rewarding partnerships. People of Naga are involved in the formulation, implementation and evaluation of government policies, projects and activities. Naga continues to earn the respect of prestigious institutions like the United Nations, World Bank and the Asian Development Bank for its innovations in governance.

Having been the model of other local governments world wide, Naga City was dubbed as the “spark” that started the “fire” of Good Governance by then World Bank country director Bert Hofman. Naga provides first-class facilities and amenities of a modern city while promising a peaceful living of the countryside.

We have the most extensive infrastructure network in the region; and has been adjudged by the National Competitiveness Council as #1 in infrastructure among cities in the Philippines.

Naga is a mix of Urban and Rural Living. Downtown Naga is the center of all businesses where there are busy streets, nightlife and commerce. While the Upland area of Naga is where people go for relaxation and escape from the hustle.

The city has over 230 hotels and inns, more than 70 subdivisions, countless food and entertainment centers, resorts and a bubbly nightlife.

It is recognized as the most peaceful urban center in Bicol. Health services are at par with other highly-urbanized cities. A tourism hub, Naga provides easy access to top tourist and recreational sites. As one of the five oldest cities in the country, it is the seat of Bicol tradition and cultural heritage. Naga is also best known as a pilgrim city, being the destination for the largest Marian pilgrimage in Asia in celebration of Our Lady of Peñafrancia. Celebrated every September of the year, it is a 9-day festivity that gathers millions of devotees from different parts of the country and the world.
