Strengthening Resilience: Naga City Reconstitutes Its Disaster Risk Council for Climate-Adaptive Governance

In a decisive move to fortify Naga City’s disaster preparedness and climate resilience, Mayor Maria Leonor G. Robredo has reconstituted the Naga City Disaster Risk Reduction and Management Council (NCDRRMC) through Executive Order No. 016, Series of 2025. This renewed mandate empowers the council to take a more strategic, inclusive, and proactive role in safeguarding lives and livelihoods amid intensifying climate threats.

Powers and Responsibilities of the NCDRRMC

At the heart of the order lies a robust framework for governance and accountability. The NCDRRMC is tasked with:

  • Approving and evaluating Local Disaster Risk Reduction and Management Plans (LDRRMPs): These plans are regularly reviewed and tested to ensure alignment with national and local development strategies.
  • Mainstreaming disaster risk reduction and climate change adaptation: These are now integral to local development plans, programs, and budgets—positioning resilience as a cornerstone of sustainable development and poverty alleviation.
  • Recommending preemptive or forced evacuations: When necessary, the council may initiate evacuation protocols to protect residents from imminent hazards.

Leadership Structure: Roles of Key Officials

To ensure effective coordination, the order defines clear responsibilities for the council’s leadership:

  • Chairperson (City Mayor): Presides over meetings and signs all policies, programs, and resolutions.
  • Co-Chairperson: Assists in coordination and supervision, and leads meetings in the Chairperson’s absence.

This dual leadership model ensures continuity and responsiveness, especially during critical emergencies.

Secretariat Support: Operational Backbone

The City Disaster Risk Reduction and Management Office (CDRRMO) serves as the council’s Secretariat, providing essential administrative and logistical support. Its duties include:

  • Preparing and disseminating meeting notices, agendas, and minutes.
  • Maintaining official records.
  • Monitoring and reporting on the progress of DRRM programs and activities.

This structure ensures that the council’s decisions are well-documented, data-informed, and efficiently executed.

Plans

The City adopted the five-year Naga City Disaster Risk Reduction and Management Plan through Resolution No. 2023-575 where the Sangguniang Panlungsod adopted the Naga City Disaster Reduction and Management Council's Resolution No. 2023-002.

The main features of the plan include the following:

  • Profiles (Ecological, Institutional, Risk, Others)
  • Situational Analysis
  • Thematic Area Plan
  • Monitoring and Evaluation
  • Annexes and References

The general objectives of the contingency plan are as follows:

1. To determine the immediate tasks required for the response operations during typhoon, storm surge,
coastal flooding and rain-induced landslide;
2. To conduct inventory of resources available among the cluster response groups, agencies and
departments, including the CSOs and volunteer groups;
3. To establish proper coordination through efficient communication and linkage among LDRRMC
member agencies and departments and stakeholders;
4. To provide the immediate and appropriate needs of the affected population of the municipality; and
5. To reinforce the standards of reporting system set by the NDRRMC.

The contingency plan covers the activities to be undertaken in the 2023-2028 flood season with scenarios for the likely occurrence of floods based on the previous flood experience and rainfall forecasts. It is found that most parts of the district receive normal to heavy rainfall between July and December.

The Contingency Plan is drawn on historical data and experiences of the occurrence of disasters such as floods and/or dry spells as building blocks for coming up with panning assumptions and likely scenarios should such hazards occur during the 2023-2028 rainy seasons.

OBJECTIVE OF THE PLAN

The overall objective of the Contingency Plan is to support the timely, consistent, and coordinated response to anticipated floods, thus effectively minimizing the impact of the floods on human population, livelihood, and the environment. This will in turn help reduce the scale of humanitarian needs to the affected population. The plan also has an inbuilt flexibility that allows it to embrace other
hazards such as drought and other waterborne diseases should they occur anywhere in the city.

The specific objectives the contingency plan aims at addressing are as follows:

  1. To improve the management and coordination of preparedness, response, and rehabilitation arrangements
  2. To improve early warning information sharing to ensure effective response
  3. To ensure timely resource mobilization and response
  4. To reduce the risk of secondary hazards i.e. water-borne diseases
  5. To ascertain the type and quantities of assistance to be required as a result of the emergency
  6. To identify and define the roles and responsibilities of all partners in emergency response
  7. To utilize emergency and recovery assistance as a baseline for building long-term interventions

A Contingency Plan (CP) is a planning process and a scenario-based plan that aims to prevent the occurrence of emerging threats or crises by synchronizing the plans and response systems of the agencies involved.

It establishes preparedness mechanisms and arranges response priorities before a certain disaster.

With the growing significance of CP, it has become applicable not only in DRRM but also in crisis management that involves plans and institutional arrangements to engage and guide the efforts of government, non-government, voluntary, and private agencies in comprehensive and coordinated ways to respond to the entire spectrum of crisis needs.

Contingency planning ensures that we know what to do when disaster strikes, and have the systems and tools to respond fast. It means anticipating the types of disasters we might face and knowing how to manage them when they strike. It also means rehearsing our procedures and working out where the gaps are, so that we can be ready when needed. Plans need to be regularly updated and tested through simulations.
