Tech Startup
Naga envisions itself as an innovative city with a flourishing ecosystem for startups. As one of the pioneer cities that institutionalized the digital innovation and startup development program, Naga has prepared the foundation where startups and startup enablers can thrive and launch to success.
Startups
- Funding, in the form of a grant, loan or investment
- Full/partial subsidy for the use of facilities, office space, equipment and/or services at DIH or endorsement with other facilities
- Financial assistance to participate in national/international startup events
- Assistance in securing additional funding from other institutions
- Mentorship and linkaging to startup enablers and other support institutions
- Fiscal or Tax Incentives from LGU Naga
- Access to all local and national startup events and networking opportunities
- Other non-fiscal incentives
- May or may not be registered as a business.
- Operating for no more than 5 years
- Operating or plans to base operation in Naga City with at least 50% workforce engaged in technology development are Naga/Metro Naga residents
Startup Enablers
- Full/partial subsidy for the use of facilities, office space, equipment and/or services at DIH or endorsement with other facilities
- Fiscal or Tax Incentives from LGU Naga
- Assistance in availing of other fiscal incentives by other NGAs
- Access to the list of registered startups in the City
- Participation in events organized for linkaging startups and startup enablers
- Other non-fiscal incentives
- Must be included in the Philippine registry under the Philippine Startup Development Program
- may register with the City Government even if the same is not located or does not maintain operations in Naga City

DIGITAL INNOVATION HUB
At DIH, we make innovation happen! Grow your startup and innovation projects with us. DIH is a special project of the City Government of Naga to promote digital innovation and support the flourishing ecosystem in the city. It provides facilities, equipment, and services to digital and tech startups.
BLAST OFF
The first digital startup pitching challenge organized by a local government unit where startups get to present their innovation and startup projects for potential funding, partnership, and supporT.
Since then, Blast Off became a rolling program where you can pitch your startup and get the following support anytime:
- Funding through the Digital Innovation Fund
- Facilities & Equipment through DIH
- Partnership, Linkaging & Matching Opportunities with other Government Agencies & Local Businesses
Idea2Startup
A program for college students designed to turn their senior or capstone projects into startup ventures, Idea2Startup is a collaboration of the city government and the academe to support innovation and push for technopreneurship. Through this program, we provide funding to build the prototypes students designed to solve community problems.
