Purpose

To institutionalize the Naga City Children’s Home (NCCH) as a permanent facility under CSWDO, ensuring sustainable care and rehabilitation for children at risk (CAR) and children in conflict with the law (CICL).

Scope & Services

Target Beneficiaries:
Male children aged 18 and below in difficult family circumstances.

Core Services Offered:

• Social, homelife, and educational services
• Psychological, psychiatric, and paralegal support
• Health and economic services
• Recreational, socio-cultural, and spiritual activities
• Developmental programs on environment and civic awareness

Organizational Structure

New Plantilla Position Created:

• Social Welfare Officer III (SWO III) – Center Head of NCCH
• SG-18

• Must be a licensed social worker with relevant training and experience
• Responsible for program execution, staff supervision, budget preparation, and inter-agency coordination

 Funding & Implementation

• Budget proposals to be prepared by the NCCH Center Head and submitted to CSWDO for inclusion in the annual budget.
• Ordinance ensures long-term sustainability and integration of NCCH into city governance.
