Highlights

This ordinance amends Section 1.3 of Ordinance No. 949, officially renaming Liboton Street in Barangay Liboton to J. Antonio M. Carpio Street.  The renamed street stretches from the corner of Jacob Street and M.T. Villanueva Avenue to the entrance of Filoville Subdivision in Barangay Calauag.

The ordinance honors the late Atty. Jesus Antonio Matamorosa Carpio, a distinguished figure born and raised on Liboton Street. His achievements include:

  • Serving as NBI Director, appointed in 1986 by Pres. Corazon Aquino
  • Founding role in PDP–Laban alongside Sen. Pimentel and Sen. Aquino
  • Leadership in IBP CamSur Chapter and legal advocacy for human rights
  • Honored by the Bantayog ng mga Bayani Foundation in 2023
  • Recognized for activism during martial law and awarded as part of a Model Filipino Family

The City Engineer’s Office (CEO) and City Events, Protocol and Public Information Office (CEPPIO) are tasked with installing new signage for the renamed street.

ORDINANCE NO. 2025-047

AN ORDINANCE AMENDING SECTION 1.3 OF ORDINANCE NO. 949 BY RENAMING LIBOTON STREET IN BARANGAY LIBOTON TO J. ΑΝΤΟΝΙΟ M. CARPIO STREET IN HONOR OF THE LATE NATIONAL BUREAU OF INVESTIGATION (NBI) DIRECTOR ATTY. JESUS ANTONIO MATAMOROSA CARPIO, ONE OF THE DISTINGUISHED SONS OF BARANGAY LIBOTON AND OF NAGA CITY;

WHEREAS, Chapter 2 Section 13 (b) of Republic Act 7160, otherwise known as the Local Government Code of 1991, authorizes the Sanggunian of urbanized cities, in consultation with the National Historical Commission of the Philippines, to change the name of city roads, avenues, boulevards, thoroughfares, and bridges;

WHEREAS, streets, avenues, boulevards, parks, playgrounds, and other public places are so named to give significance to the accomplishments and virtues of certain distinguished persons or to the historic importance of certain events;

WHEREAS, the road from the corner of the intersection of Jacob Street and formerly Magsaysay Avenue, now known as M.T. Villanueva Avenue, towards the direction at the entrance of the Filoville Subdivision at Barangay Calauag, formerly known as Jacob Extension was renamed to Liboton Street through City Ordinance No. 949;

WHEREAS, Liboton is a Bikol term for “to go around” and do not have any historical importance;

WHEREAS, the use of Liboton as a street of Barangay Liboton is redundant and renaming the said street to J. Antonio Carpio Street, to honor the significant accomplishments and contributions of a distinguished Nagueño and a resident of Barangay Liboton to nation-building, is more appropriate.

WHEREAS, Barangay Resolution 2024-024 of Liboton, Naga City entitled “A Resolution recommending to the Sangguniang Panlungsod of Naga City the renaming of Liboton Street in Barangay Liboton to I. Antonio M. Carpio Street, in honor of the late Atty. Jesus Antonio M. Carpio, a distinguished son of Barangay Liboton and Naga City” was approved unanimously on November 23, 2024, after conducting a barangay consultation and endorsed by Punong Barangay Ronald Luntok and all the members of the Sangguniang Barangay to City Councilor Jessie R. Albeus on December 9, 2024, for the passage of an appropriate ordinance;

WHEREAS, the late Jesus Antonio Matamorosa Carpio lived and raised their 14 children, with wife Bernardita Concepcion Salazar, at #20 Liboton Street in Barangay Liboton;

WHEREAS, J. Antonio Carpio, was a Lawyer, Professor, Writer, Army Officer, Human Rights fighter and advocate, a former NBI Director, and was just recently cited as a HERO in the struggle against the martial law dictatorship by the Bantayog ng Mga Bayani Foundation on November 30, 2023;

WHEREAS, Atty. J. Antonio Carpio was one of the Pillars of the Law Profession, having served as the Charter President of the Integrated Bar of the Philippines (IBP) Camarines Sur Chapter from 1973 to 1975 and later served as Governor and Vice President for the Bicolandia of the IBP from 1975 to 1977;

WHEREAS, Atty. J. Antonio Carpio was a Professor of International Law and Civil Law subjects at the University of Nueva Caceres College of Law from 1964 to 1970;

WHEREAS, Atty. J. Antonio Carpio was a Bemedaled Military Officer having served in the Military Service as Commissioned 2nd Lieutenant in 1953 and rose to the position as Major in 1968;

WHEREAS, Atty. J. Antonio Carpio served as a Regional Coordinator of the Free Legal Assistance Group (FLAG) and Chairman of the Kilusang Mamamayan para sa Tunay na Demokrasya (KMTD);

WHEREAS, Atty. J. Antonio Carpio was a Co-founder with Sen. Aquilino Pimentel, Jr. and others of the Partido ng Demokratikong Pilipino (PDP) that later merged with LABAN of Sen. Benigno S. Aquino, Jr., hence, the PDP-Laban;

WHEREAS, for his active participation in the struggle against the Marcos Administration during the Martial Law years up to the Edsa People Power in 1986, Atty. J. Antonio Carpio was appointed as the Director of the National Bureau of Investigation (NBI) in March 17, 1986 by then President Corazon C. Aquino;

WHEREAS, the Carpio Family was awarded as a MODEL FILIPINO FAMILY by Angkan Awards, World Family Institute, Inc., on March 10, 1994 at the Heroes Hall, Malacañan Palace;

WHEREAS, for his speaking out against authoritarian rule during the early years of the martial law regime leading to his arrest without charges and along with other Bikol Lawyers and journalists were imprisoned at Camp Canuto in Pili, Camarines Sur in September 25, 1972 and for offering his legal services to other political prisoners also jailed for criticizing the Marcos Regime, Atty. Jesus Antonio Matamorosa Carpio was cited by the Bantayog ng mga Bayani Foundation as a HERO in the struggle against the Martial Law dictatorship and was honored by engraving J. Antonio Carpio’s name in the Bantayog Wall of Remembrance in Quezon City on November 30, 2023;

WHEREAS, in full and absolute recognition of his valuable contribution to the nation, it is but proper, fitting and in order, to honor as well as perpetuate the memory of this son of Barangay Liboton, Naga City, J. Antonio M. Carpio, who joined his Creator on May 26, 2010, by renaming Liboton Street in Barangay Liboton to his name;

BE IT ORDAINED by the Sangguniang Panlungsod, in session duly assembled, that:

SECTION 1. J. ANTONIO M. CARPIO STREET. Amending Section 1.3 of Ordinance NO. 949 by renaming Liboton Street, from the corner of the intersection of Jacob Street and M.T. Villanueva Avenue towards the direction at the entrance of the Filoville Subdvision at Barangay Calauag, to J. ANTONIO CARPIO STREET, in honor of the late National Bureau of Investigation (NBI Director), Atty. Jesus Antonio Matamorosa Carpio, one of the Distinguished Sons of Barangay Liboton and Naga City;

SECTION 2. REPEALING CLAUSE. All rules and regulations, executive issuances, and other public documents which are inconsistent or in conflict with the provisions of this Ordinance are hereby repealed and modified accordingly.

SECTION 3. INSTALLATION OF STREET SIGNBOARDS. To carry the intent and purpose of this Ordinance, the City Engineer’s Office (CEO) and the City Events, Protocol and Public Information Office (CEPPIO) are hereby directed to install the necessary street signboards for the street designated hereto.

SECTION 4. EFFECTIVITY CLAUSE. This ordinance shall take effect immediately upon its approval.
