AN ORDINANCE GRANTING INCENTIVES TO PASSERS OF THE SEAL OF GOOD LOCAL GOVERNANCE FOR BARANGAYS, CREATING THE “NAGA CITY SGLGB INCENTIVE FUND” AND THE MECHANISMS FOR ITS ACCESS, AND APPROPRIATING FUNDS THEREFOR

Highlights

  • Grants ₱500,000 to each barangay that qualifies as a national-level SGLGB Passer, per assessment cycle.
  • Qualified barangays must submit:
    • DILG certification confirming SGLGB status
    • Barangay resolution endorsing the project
    • Program of works or proposal
  • Institutionalizes the Naga City SGLGB Incentive Fund starting FY 2026 with a budget of ₱13.5 million, separate from all other barangay funding.
  • Designates the City Budget Office as the main coordinating body to support proposal implementation.
  • Recognizes the initial 2025 passers: Bagumbayan Norte, Calauag, Dayangdang, Del Rosario, Dinaga, Igualdad, and Lerma.
  • Includes standard repealing, separability, and effectivity clauses.
