ORDINANCE NO. 2019-048

ORDINANCE EXPANDING THE QUALITY UNIVERSAL EDUCATION EMPOWERMENT IN NAGA (QUEEN) PROGRAM TO EDUCARE.-

BE IT ORDAINED by the 12th Sangguniang Panlungsod that:

SECTION 1. Short Title. – This Ordinance, for brevity, shall be known as “Educare QUEEN (E-QUEEN) Ordinance”.

SECTION 2. Expansion of QUEEN Program to Educare. – The benefits and privileges under the QUEEN Program, shall be made applicable to Educare.

Obligations and limitations imposed upon the beneficiaries of the QUEEN Program shall also apply, including, but not limited to, the qualification and selection of beneficiaries, attendance to activities, and grounds for termination of availment of the program as provided in the Revised QUEEN Ordinance.

SECTION 3. Entitlements. – The Education, Sports and Scholarship Office shall allocate funds for the following:

A. Enrollment Fee Assistance for Child Record and ID
B. Book Allocation
C. Additional honorarium of Educare Teachers in the amount of One Hundred Pesos (P 100.00) per pupil per month provided that each class shall not be more than twenty (20) pupils and not more than Forty (40) pupils for Team Teaching.
D. Graduation Fee Assistance of Three Hundred Pesos (P300.00) per graduating Educare Pupil for items such as but not limited to toga, Graduation Program/Invitation, Diploma, Diploma Jacket, Pictures, rental of sound systems, stage decorations and meals and snacks of guests and teachers.
E. School Bag and School Supplies
F. Rice Allocation of at least Four (4) kilograms every month of August, November and February of a given year in favor to all E-QUEEN Members subject to attendance requirement.

SECTION 4. Funding.- Funding support for the E-QUEEN Program will be provided by the Naga City School Board chargeable against the Special Education Fund (SEF) for items A, B & C of Section 3 and City Social Welfare and Development Office (CSWD) chargeable against the General Fund for items D, E & F of Section 3.

SECTION 5. Separability Clause. – The effectivity and validity of the other provisions of the Ordinance will not be affected if ever any part of it will be declared as unconstitutional or invalid by a competent court.

SECTION 6. Repealing Clause. – Any ordinance as well as executive issuance or regulation not in conformity with this Ordinance are deemed repealed.

SECTION 7. Effectivity Clause. – This Ordinance shall be effective beginning July 2019.
