South Suburbs (Gainza, Minalabac, Milaor, San Fernando) ₱20,000 ₱120,000
Southbound (Pasacao, Pamplona, Libmanan, onwards) ₱25,000 ₱120,000

These fees are payable annually, with the performance bond (cash or surety) required to remain active throughout the life of the franchise. All other city taxes and transport-related fees remain in effect

ORDINANCE NO. 2025-032

AN ORDINANCE FURTHER AMENDING SECTION 15 OF ORDINANCE NO. 2006-044, ENTITLED “AN ORDINANCE SETTING THE GUIDELINES FOR THE ESTABLISHMENT AND OPERATION OF TERMINALS IN THE CITY OF NAGA AMENDING OR REPEALING ORDINANCES NOS. 93-041, 93-049, 94-073, 94-082, 99-034, 99-040, 99-050, 99-061, AND 2005-083”, AS AMENDED BY ORDINANCE NO. 2006-052, BY INCREASING THE RATES FOR FRANCHISE FEE AND PERFORMANCE BOND PROVIDED THEREIN:-

Be it ordained by the Sangguniang Panlungsod of the City of Naga, that:

SECTION 1. Ordinance No. 2006-044, as amended by Ordinance No. 2006-052, is hereby further amended by increasing the rates under Section 15, to read as follows:

SECTION 15. Fees and Taxes. (a) A franchise fee for each year of franchise shall be paid by the franchisee prior to the operation of the terminal. The grantee shall likewise post a performance bond (cash bond or surety bond) to guarantee continuous compliance with the terms and conditions of the franchise which shall be maintained current and in force for the entire period of the franchise. The amount of the franchise fee and the performance bond shall be as follows:

TERMINAL DESTINATIONS FRANCHISE FEE PERFORMANCE BOND
Northbound (Canaman, Bombon, Magarao, Calabanga, Tinambac, and Siruma) ₱20,000.00 for each year of franchise ₱120,000.00
North Suburbs (Camaligan only or including Canaman) ₱7,500.00 for each year of franchise ₱80,000.00
Eastbound (Pili, Rinconada Area, Partido Area, Albay Province and onwards) ₱37,500.00 for each year of franchise ₱120,000.00
South Suburbs (Gainza, Minalabac, Milaor, and San Fernando) ₱20,000.00 for each year of franchise ₱120,000.00
Southbound (Pasacao, Pamplona, Libmanan and onwards) ₱25,000.00 for each year of franchise ₱120,000.0

(b) All the regular taxes and fees presently imposed by the city government on transport business shall continue to be imposed in addition to the franchise fee.”

SECTION 2. EFFECTIVITY. This ordinance shall take effect immediately upon its approval and publication on the Naga City Government’s website and in a newspaper of local circulation.
