AN ORDINANCE ESTABLISHING REGULATIONS FOR MEAT DELIVERIES USING REFRIGERATED VANS IN THE CITY AND DESIGNATING CLIENT BENEFICIARIES PURSUANT TO THE MEMORANDUM OF AGREEMENT BETWEEN THE NAGA CITY GOVERNMENT, NMIS, AND SEVEN MUNICIPALITIES, AND PRESCRIBING GUIDELINES FOR OPERATIONS TO ENSURE FOOD SAFETY AND QUALITY

 

This ordinance regulates the use of refrigerated vans for meat deliveries from the Naga City District Abattoir (NCDA) to ensure food safety and quality. It implements the Memorandum of Agreement (MOA) between Naga City, NMIS, and the municipalities of Minalabac, Bombon, Magarao, Canaman, Camaligan, Gainza, and Milaor. Key provisions include:

  • Mandates refrigerated transport (0–4°C); prohibits non-refrigerated delivery except during force majeure with prior approval.
  • Defines delivery areas, client responsibilities, delivery protocols, and penalties for mishandling.
  • Establishes a distance- and weight-based pricing formula, with illustrative rates for various loads.
  • Designates the NCDA, City Veterinary Office, and NMIS as implementing bodies.
