This ordinance formally establishes the Naga City General Hospital (NCGH) on a 33,199-square-meter city-owned lot in Barangay Balatas to address the growing healthcare demands of Nagueños. It replaces and expands the capacity and services of the existing city hospital in Peñafrancia.

Key features include:

• Level I general hospital classification with an initial 50-bed capacity
• Site for future Naga City Dialysis Center and Physical Rehabilitation Center
• Creation of a medical and training hub for health education, research, and collaboration with academic institutions
• Administration by the existing City Hospital leadership
• Allocation of ₱500 million for construction: ₱350 million from a DBP loan and ₱150 million from other sources
• Formulation of Implementing Rules and Regulations (IRR) within 30 days to cover:
  • Service billing and collection
  • Treatment classification and rates
  • Financial oversight and sustainability mechanisms
• Amends Ordinance No. 2022-019 to harmonize NCGH planning and budgeting
• Promotes equitable access to healthcare, especially for underprivileged communities
