ORDINANCE NO. 2022-107
AN ORDINANCE ADJUSTING THE COMMENCEMENT OF THE CITY YOUTH OFFICIALS PROGRAM IN ACCORDANCE WITH THE REVISED ACADEMIC CALENDAR, AMENDING THEREFORE SECTION 22-7 OF ORDINANCE NO. 2012-035, OTHERWISE KNOWN AS THE NAGA CITY YOUTH CODE:-

EXPLANATORY NOTE
The adjustment by the Department of Education of the academic calendar of secondary schools and with many Higher Education Institutions making the same shift this 2022 (from August to July the next year, instead of from June to may) gave rise to the impracticability of commencing the City Youth Officials Program every April of each year, on the basis of Section 22-7 of City Ordinance no. 2012-035, at a time when classes are still ongoing.
Thus, in order to ensure that the future City Youth Officials will be able to maximize the leadership and growth opportunities under the program, it is necessary that the internship period be adjusted when prospective applicants will have no or lesser academic responsibilities particularly during the declared school break, as revised.
Be it ordained by the Sangguniang Panlungsod of Naga, in session assembled, that:
SECTION 1. Section 22-7 of Ordinance no. 2012-035 is hereby amended to now read, as follows:
SECTION 22-7. Term of Office The City Youth Officials shall serve for one (1) year which shall commence every 15th day of June of the current year and shall expire on June 14th of the following year. Provided, however, that they shall serve side-by-side with their official counterparts only for a period of one and a half month (45) days), commencing from June 15 to July 31, each year.
Provided further, that when circumstances warrant, such as the further adjustment in the academic calendar or to give way to other City Government priorities, the CYO Executive Committee may, motu proprio, adjust the date of commencement herein mentioned, but only to such extent that the 45-day internship period shall be within the declared school break, as provided in the academic calendar.”
SECTION 2. REPEALING CLAUSE All ordinances, executive issuances, or parts thereof which are inconsistent with this ordinance are hereby repealed or modified accordingly.
SECTION 3. SEPARABILITY CLAUSE Should any portion of this ordinance be declared unconstitutional or illegal by any court of competent jurisdiction, the portions not so declared shall remain in full force and effect.
SECTION 4. EFFECTIVITY This ordinance shall take effect immediate upon approval and publication.
