EXPLANATORY NOTE

The city of Naga, being an Independent Component City, has shown its progress for the past years, especially in terms of its economy.

It has been hailed as one of the most competitive component cities in the country for several years now.

Together with this economic progress is the rise in the number of entrepreneurs in the city, a large part of which is the youth in Naga.

For the past years, especially during the pandemic, the City Government has seen an increase in the number of youth entrepreneurs in the city.

To further empower these youth entrepreneurs, it is necessary for the City to create programs that will benefit these people. It is time that the city government incorporate the young entrepreneurs in the projects and activities of the Naga City Youth Month, led by the City Youth Officials.

To realize this, a Nagueno Young Entrepreneurs Week should be institutionalized in the celebration of the Youth Month, thus this ordinance.

AN ORDINANCE DECLARING THE FOURTH WEEK OF THE NAGA CITY YOUTH MONTH CELEBRATION AS “NAGUENO YOUNG ENTREPRENEURS WEEK”:-

Be it ordained by the Sangguniang Panlungsod of Naga, that:

SECTION 1. TITLE. This Ordinance shall be known as “Nagueño Young Entrepreneurs Week Ordinance”.

SECTION 2. NAGUENO YOUNG ENTREPRENEURS WEEK. In observance of the annual City Youth Month celebrated from April 15 to May 31, and by virtue virtue of SP Ordinance No. 2007-008, as amended by Ordinance No. 2009-017, the Nagueno Young Entrepreneurs Week shall be celebrated on the fourth week of the City Youth Month.

SECTION 3. DEFINITION OF TERMS. As used in this Ordinance, the following terms shall mean:

a. Local Young Entrepreneurs Any youth who organizes and/or operates his/her own small or big business that is located in the City of Naga.

b. Nagueno Youth– residents of Naga City considered as Youth, aged 15 to 30 in consonance with RA 10742.

SECTION 4. PURPOSE. This ordinance aims not just to celebrate the week for local young entrepreneurs of Naga City but to inform the public of their existence. This will give them an avenue to showcase their businesses through their offered service, crafts, skills, and products. This will also be a way to show that the local government of Naga with its promise to promote the general welfare of the youth fully supports startup businesses owned by the young people. This also aims to help the young entrepreneurs to be fully equipped with things they should know about the business world. Finally, this would help inspire the Nagueño Youth to start their own businesses.

SECTION 5. SCOPE. The declaration of this week involves all the youth residing in the City of Naga, especially the young entrepreneurs and the youth who own businesses.

SECTION 6. IMPLEMENTING BODY. The City Youth Officials (CYO) of the current year will be the one in-charge of the celebration of the Nagueno Young Entrepreneurs Week. They will be the one to provide and facilitate programs and activities such as but not limited to business trade fairs, seminar workshops on business policies and permits and others, for the entire duration of the celebration.

SECTION 7. EFFECTIVITY. This ordinance shall take effect immediately upon its approval.
