AN ORDINANCE AMENDING ORDINANCE NO. 2020-023, ENTITLED: “AN ORDINANCE CREATING THE PLANTILLA POSITIONS OF PRESIDENT I, SALARY GRADE 22, LIBRARIAN I, SALARY GRADE 11, AND NURSE 1, SALARY GRADE 11, AT THE CITY COLLEGE OF NAGA, AND FURTHER APPROPRIATING NECESSARY FUNDS FOR THE PURPOSE, CHARGEABLE AGAINST THE 2019 SURPLUS”, BY SETTING THE SALARY GRADE OF PRESIDENT I TO SALARY GRADE 25
Ordinance No. 2021-022 of Naga City, approved on March 16, 2021, amends Ordinance No. 2020-023 to upgrade the salary grade of the President I position at the City College of Naga (CCN) from Salary Grade 22 to Salary Grade 25. This adjustment aligns the compensation of the college president with the duties, responsibilities, and leadership role required in managing a higher education institution. The ordinance cites Section 76 of the General Provisions of Republic Act No. 11518 (FY 2021 General Appropriations Act), which authorizes local government units to adjust salaries of plantilla positions based on approved standard rates. Funding for the salary upgrade will be sourced from the 2020 continuing appropriation of the City Government under the surplus portion of the General Fund. This ordinance ensures that the CCN President receives a compensation package reflective of the position’s academic and administrative demands, ultimately supporting the institution’s effective governance.

Be it ordained by the Sangguniang Panlungsod of Naga, that:
SECTION 1. Ordinance No. 2020-023, entitled: “An ordinance creating the plantilla positions of President I, Salary Grade 22, Librarian I, Salary Grade 11, And Nurse 1, Salary Grade 11, at the City College of Naga, and further appropriating necessary fund for the purpose, chargeable against the 2019 Surplus”, is hereby amended by setting the Salary Grade of President I to Salary Grade 25;
SECTION 2. This ordinance shall take effect upon its approval.
