This ordinance reclassifies two city-owned properties in Barangay Balatas, with a total land area of 74,048 square meters, from agricultural to institutional use. The purpose is to enable the development of Balatas Government Clusters 1 and 2, where various Naga City government facilities will be consolidated and constructed.
The reclassification forms part of the city’s long-term urban infrastructure strategy to enhance service delivery, spatial efficiency, and public accessibility through centralized civic facilities.
