Summary: Ordinance No. 2020-059, enacted on July 7, 2020, establishes regulations for the Shared Service Facility (SSF) located within the Naga City People’s Mall. This SSF houses machines, tools, and equipment donated by the Department of Trade and Industry (DTI) and is situated in a Good Management Practices (GMP)-compliant facility constructed by the City Government. The ordinance prescribes fees for the use of the SSF’s tools and equipment by meat vendors and other food processors. It stipulates an annual escalation rate of 5% on these participation fees. Furthermore, it mandates that only meat products processed by the SSF or facilities certified by the National Meat Inspection Service (NMIS) are permitted for sale at the Naga City People’s Mall. The ordinance also calls for the establishment of a Special Trust Fund dedicated to the SSF’s maintenance, as well as the purchase and repair of its machines and equipment. A mandatory review of the ordinance’s effectiveness is set for six months after its enactment.
