Summary: Ordinance No. 2020-059, enacted on July 7, 2020, establishes regulations for the Shared Service Facility (SSF) located within the Naga City People’s Mall. AN ORDINANCE REGULATING THE MANAGEMENT OF THE SHARED SERVICE FACILITY (SSF) AT THE NAGA CITY PEOPLE’S MALL AND PRESCRIBING FEES FOR THE USE OF ITS TOOLS AND EQUIPMENT IN THE PROCESSING OF MEAT AND OTHER FOOD PRODUCTS:-

EXPLANATORY NOTE

The Camarines Sur Provincial Office of the Department of Trade and Industry (DTI) has donated to the City Government of Naga units of machines, tools, and equipment for the establishment of a Shared Service Facility (SSF) inside the Naga City People’s Mall.

For its part, the City Government of Naga constructed a Good Management Practices (GMP)-compliant facility at the Meat Section of the Naga City People’s Mall to house the donated machines, tools and equipment that will be used by the meat vendors and food processors inside the People’s Mall.

Accordingly, the City Government entrusted to the Market Enterprise and Promotions Office (MEPO), to be assisted by the City MetroPESO, the efficient management of the Shared Service Facility.

To ensure its continuous and efficient operation, the MEPO has been tasked to establish a mechanism that will generate funds by collecting “participation fees” from those meat processors who will use the equipment and tools inside the Shared Service Facility based on the schedule of fees provided for in this proposed Ordinance.

With the new equipment and tools and a GMP-compliant facility, it is ensured that hygienic practices and better quality standards are observed in the handling and processing of meat products that will eventually be sold to the general public.

Considering the importance of this facility in the furtherance of the interest of our local entrepreneurs, particularly those involved in meat processing and distribution, approval of this measure is earnestly sought.

Be it ordained by the Sangguniang Panlungsod of Naga that:

SECTION 1. TITLE. This Ordinance shall be known as the Ordinance for the Efficient Operation of the Shared Service Facility (SSF) at the Naga City People’s Mall.

SECTION 2. DEFINITION OF ROLES IN THE OPERATION AND MAINTENANCE OF THE SSF. Hereunder are the roles of the following offices/committee with their corresponding responsibilities in the operation and maintenance of the Shared Service Facility:

a. Market Awards Committee – to formulate policies, regulations, and guidelines in the management and utilization of the SSF;

b. Metro Naga Public Employment Office (MetroPESO) — to provide technical assistance and to encourage wider information dissemination so that the city’s entrepreneurs (SMEs) can avail of and utilize the machines, tools, and equipment at the SSF;

c. The Department of Trade and Industry (DTI), thru its Camarines Sur Provincial Office — to remain a resource and technical partner of the SSF and may continue to monitor the facilities thereof to ensure their continuity and maximum utilization for the benefit of the city’s SMEs;

d. The Market Enterprise and Promotions Office (MEPO) — to directly manage the SSF in its day-to-day operation.

SECTION 3. AUTHORITY FOR MEPO TO COLLECT PARTICIPATION FEES AT THE SSF. The MEPO is hereby authorized to collect “Participation Fee” from the users/clients of the SSF, subject to usual accounting and auditing rules, according to the following schedule of fees:

Freezer P 1.50 per kilo per day/24 hrs

Continuous Plastic Sealer P 1.00/Small pack And P 2.00/Big pack
Foot Pedal Sealer P 1.00/pack
Heat Impulse Hand Sealer 21″ P 2.00/pack
Heat Impulse Hand Sealer 12″ P 1.00/pack
Printing of black/colored label P 10.00 per short/long sticker paper

SECTION 4. ESCALATION RATE. There shall be an escalation rate of 5% per annum on all Participation Fees indicated above.

SECTION 5. PROCESSED MEAT TO BE SOLD AT NCPM. Only meat products processed by the SSF and those processed by meat processing facility duly certified by the National Meat Inspection Service (NMIS) shall be allowed to be sold at the Naga City People’s Mall.

SECTION 6. TRUST FUND. A Special Trust Fund shall be established solely for the use of the SSF for its maintenance and for the purchase in the future of additional machines, equipment, and tools and replacement and/or repair of damaged machines and equipment due to wear and tear.

SECTION 7. MANDATORY REVIEW. This Ordinance shall be mandatorily reviewed six (6) months after its effectivity.

SECTION 8. EFFECTIVITY. This Ordinance shall take effect immediately upon its approval and publication in a local newspaper of general circulation.
