AN ORDINANCE REQUIRING ALL PRIVATE HEALTH FACILITIES IN THE CITY OF NAGA SUBMISSION ON A MONTHLY BASIS NOT LATER THAN THE 5TH DAY OF THE SUCCEEDING MONTH, ALL HIV/AIDS TEST REPORT TO THE CITY HEALTH OFFICE FOR MONITORING, ASSESSMENT, EVALUATION, INTERVENTION AND CONTAINMENT:

RATIONALE

Report from the Department of Health (DOH) in the Bicol Region shows that Naga City has the most number of HIV/AIDS cases among the municipalities and cities in Camarines Sur as it was able to registered 17 cases in 2016 alone, and that from 1984 to 2016, Naga’s cumulative HIV/AIDS cases have now reached 71.

The data from the City Health Office revealed that there are individuals infested with HIV who are complacent or seemed not to have been bothered at all, not caring about the risk of transmitting it to others. Out of 266 screened for HIV last year, 15 were confirmed positive and, only 9 returned to get their HIV confirmatory results.

The City Health Office reported that for year 2016, of 234 individuals who underwent smear testing (urethral and cervical), 27 were diagnosed to be positive for gram-negative intracellular diplococci, 17 of them are males and 10 are females while of the 266 tested for syphilis, 4 were found to be reactive. The same office has also recorded 4 cases of Hepatitis B during the same year.

Be it ordained by the Sangguniang Panlungsod of Naga, that:

SECTION 1. – All private health facilities in the City of Naga are hereby required to submit on a monthly basis not later than the 5th day of the succeeding month, all HIV/AIDS Test Report including HIV-related deaths and relevant data to the City Health Office monitoring, assessment, evaluation, intervention and containment. The report must consists of the age, gender, occupation and marital status of the person. The submitted report must use the hereunto template for uniformity.

SECTION 2. – The identity and whereabouts of the persons who undergo HIV/AIDS Test Result will be treated with confidentiality to protect their privacy. An early detection of those with highly vulnerable HIV/AIDS individuals will help us prevent the spread of HIV/AIDS as well as helping the individual how to handle the situation. The city’s response to the HIV and AIDS situation shall be anchored on the principles of human rights and human dignity.

SECTION 3. Information, Education and Communication. – There shall be a special program for HIV and AIDS prevention program that will educate the public on HIV and AIDS and other STIs, with the goal of reducing risky behavior, lowering vulnerabilities and promoting the human rights of PLHIV.

SECTION 4. This ordinance shall take effect upon its approval.
