Key provisions summary: Amends the Naga City Transport and Traffic Code to authorize a separate route for ten (10) new padyak franchises under the St. James–St. Andrew Padyak Operators/Drivers Association of Barangay Concepcion Grande.

The designated route spans from the corner of Major Seminary to M4 Boulevard to St. James Subdivision and ends at corner Almeda Highway, and vice versa.
