ORDINANCE NO. 2024-121

AN ORDINANCE AUTHORIZING THE NAGA CITY GENERAL HOSPITAL TO COLLECT AFFILIATION FEE AS PRESCRIBED BY THE DEPARTMENT OF HEALTH (DOH), FROM SCHOOLS OFFERING HEALTH-RELATED COURSES AND CONDUCTING RELATED LEARNING EXPERIENCES (RLE) OR ON-THE-JOB TRAINING (OJT):-

EXPLANATORY NOTE

Several schools in the City of Naga that offers Health-Related Courses and Conducting Related Learning Experiences (RLE) or On-The-Job Training (OJT) are now availing of the services of the Naga City General Hospital.

The Department of Health allows host-hospitals to collect the authorized Affiliation Fee.

This ordinance will allow the streamlining of the process of handling the collection of affiliation fees provided that the Naga City General Hospital shall ensure:

  1. Accurate Financial Reporting – Having the fees included in the hospital’s financial records will allow for proper accounting and auditing, ensuring that the funds are fully accounted for and directed towards improving hospital resources.

  2. Sustainable Hospital Services – The additional income from affiliation fees will contribute to the operational needs of the NCGH, allowing us to further enhance pour healthcare services and facilities, which are integral to both patient care and student training.

  3. Transparent Fund Allocation – Reflecting the affiliation fees as part of the hospital’s official income will create more transparent system that benefits both NCGH and its partner educational institutions.

This collection of affiliation fee will help support the hospital’s ongoing operations and improve the quality of training and services offered to students and patients alike, thus this ordinance.

Be it ordained by the Sangguniang Panlungsod of Naga, that:

SECTION 1. The Naga City General Hospital is hereby authorized to collect affiliation fee at the rate prescribed by the Department of Health (DOH), from schools offering Health-Related Course and Conducting Related Learning Experiences (RLE) or On-The-Job Training (OJT);

SECTION 2. This ordinance shall take effect upon its approval, and after publication in a newspaper of local circulation.

ENACTED: October 15, 2024
