Summary: Ordinance No. 2021-013, enacted on February 16, 2021, is titled the “Partnership with Barangay Electricians Ordinance of Naga City”. Authored by Hon. Joselito S.A. del Rosario, Ph. D., it formally recognizes the Organization of Barangay Electricians in Naga (OBEN) and institutionalizes a partnership with the City Government. The ordinance mandates continuing training and education for OBEN members, defining their roles and functions. It tasks the Lingkod Barangay Office (LBO) with overseeing OBEN’s operations, including facilitating strategic planning, team building, and officer elections. OBEN’s duties include assisting city agencies and CASURECO II in clearing operations and restoring electrical supply, particularly after calamities. The LBO and Building Maintenance Office (BMO) are also required to coordinate with CASURECO II to establish accreditation mechanisms for barangay electricians, which will serve as a basis for their hiring recommendations. Furthermore, the LBO is mandated to incorporate no less than Two Hundred Fifty Thousand Pesos (P250,000.00) annually in its budget for OBEN’s expenses, continuing education, training, and ordinance implementation, starting in 2021. The ordinance was approved by City Mayor Nelson S. Legacion and certified by City Vice Mayor Cecilia B. Veluz-De Asis and Secretary Gil A. De La Torre.
