Summary: This ordinance establishes the Terms of Reference (TOR) for the implementation of the Waste-to-Energy (WtE) project by the City Government of Naga. This initiative aligns with the city’s commitment to environmental protection and sustainable solid waste management, as well as compliance with Republic Act No. 9003. The project, with an estimated P260-million cost, involves a sanitary landfill-cum-WtE facility in San Isidro, Naga City, which received an Environmental Compliance Certificate (ECC) in November 2017. The facility will occupy 4.85 hectares of a 10-hectare city property and is projected to manage 508,064 cubic meters of municipal solid waste over ten years, starting in 2019.
