Summary: Ordinance No. 2021-088, also known as the “Revised Barangay People Empowerment Ordinance of Naga City,” aims to further strengthen people’s participation at the barangay level, which is the smallest unit of local government. This ordinance institutionalizes the Barangay People’s Councils (BPC) and mandates all barangay governments in Naga City to allocate at least one percent (1%) of their annual budget as an empowerment fund for the operation of these BPCs. The BPC is composed of accredited non-government organizations (NGOs) and people’s organizations (POs) within the barangay. The ordinance also outlines guidelines for accreditation, de-accreditation, and the duties and responsibilities of BPC officials. It emphasizes the non-partisan nature of the BPCs, prohibiting their use for partisan politics or religious purposes. A special oversight committee is also mandated to ensure the effective implementation of the ordinance’s provisions across all 27 barangays in the city. The ordinance was enacted on November 9, 2021.
