Summary: This ordinance formally establishes the Naga City COVID-19 Vaccination Operation Center (VOC) to serve as the lead body for the planning, implementation, and monitoring of the city’s COVID-19 vaccination program, in line with the National COVID-19 Vaccine Deployment and Vaccination Plan. It designates the City Health Office as the lead implementing office and authorizes it to create sub-committees and technical working groups for key aspects such as vaccination site operations, cold chain and logistics, adverse events monitoring, data management, and advocacy and communications. The ordinance also empowers the VOC to coordinate closely with barangay officials, the private sector, and other stakeholders to ensure widespread information dissemination, community engagement, and equitable access to vaccines for all eligible priority groups. Finally, it appropriates necessary funds to cover expenses for training, equipment, supplies, personnel, and other operational costs, and directs all concerned offices and barangays to extend full support and cooperation to achieve the city’s vaccination targets in the fight against COVID-19.
