🏛 Purpose and Scope

• Institutionalizes the SGYG for Sangguniang Kabataan (SK), student governments, and youth-serving organizations in Naga City.
• Adopts performance metrics from GoodGov PH, Inc.
• Covers all SKs, endorsed student governments, and registered youth organizations across Naga’s 27 barangays.

🧭 SGYG Evaluation Criteria

For Sangguniang Kabataan (SK)

1. Participation
   • KK Assemblies, updated youth database, volunteer mobilization.
2. Transparency & Accountability
   • FOI Corner, Citizen’s Charter, fund utilization.
3. Inclusivity & Equity
   • Programs for PWDs, IPs, marginalized groups; gender inclusivity; active social media.
4. Effectiveness & Efficiency
   • Approved CBYDP & ABYIP, policy-making, project implementation.
5. Responsiveness & Sustainability
   • Public assistance platforms, environmental programs, financial independence.

For Student Governments & Youth Organizations

1. Participation
   • Meetings, leader directories, volunteer engagement.
2. Transparency & Accountability
   • FOI Corner, Member’s Charter, financial openness.
3. Inclusivity & Equity
   • Similar metrics as SK, tailored to organizational context.
4. Effectiveness & Efficiency
   • Strategic planning, policy enactment, project execution.
5. Responsiveness & Sustainability
   • Community feedback mechanisms, disaster preparedness, resource management.
