This ordinance formally establishes Naga City Bantay Familia as the city’s institutional Protection Center for victims/survivors of gender-based violence and abuse, housed under the City Social Welfare and Development Office (CSWDO).

The Center provides multi-sectoral, integrated services—medical, legal, psychosocial, security, and referral-based—to support victim-survivors of violence, especially women, children, and LGBTQ individuals.

Core features include:

• A centralized facility with medical examination, therapy, child-friendly spaces, and secure interview rooms
• Dedicated units: Administrative, Case Management, Psychosocial, Medical, Legal and Security
• Personnel include an Executive Director, legal officer, social workers, psychologist, and trained police officer
• Institutionalized referral systems, rehabilitation of offenders, and data/resource management
• Oversight Committee chaired by the City Mayor, with representatives from council committees, LGU departments, civil society, and the PNP
• Aligns with RA 9710 (Magna Carta of Women), RA 7610 (Child Protection Law), and local SOGIE-inclusive policies such as Ordinance No. 2019-024
• Development of a Manual of Operations and appropriation of additional city funding for effective implementation

This measure transforms Bantay Familia from a pioneering community-based response unit into a fully institutionalized protection hub, with strengthened staffing, infrastructure, coordination, and legal mandate.
