his ordinance mandates the construction of a monument honoring General Ludovico and Congressman Tomas Arejola, brothers and national figures from Naga City who played pivotal roles in the Filipino revolutionary movement and post-revolution governance. Ludovico was a guerrilla general during the Filipino-American War, while Tomas was part of the Propaganda Movement in Spain and later a legislator in the First Philippine Assembly.

The measure aims to:

  1. Correct a historical oversight by publicly honoring the Arejola brothers in their home city; and
  2. Celebrate their legacy to inspire future generations through a monument that will reflect their patriotic contributions—one with a sword, the other with a pen.

Implementation Details:

  • Establishes the Arejola Monument Executive Committee, chaired by the Mayor, including LGU offices, historians, cultural institutions, and family descendants
  • Authorizes an initial funding of ₱1.5 million, with further fundraising encouraged from public and private sectors
  • Empowers the committee to select the site, supervise design, and issue implementing guidelines
  • Includes a strong policy declaration on heritage recognition and national memoryfile of both Arejola brothers for your educational module.
