Summary/Additional Info:

  • Prohibits motorcycle riders from carrying children as passengers on high-speed or high-traffic public roads, unless the child:
    • Can comfortably reach the foot pegs;
    • Can wrap their arms around the rider’s waist;
    • Wears a standard protective helmet (per RA 10054).
  • Penalties:
    • 1st offense: ₱1,000 or blood donation;
    • 2nd offense: ₱3,000 or ₱1,000 + blood donation;
    • 3rd offense: ₱5,000 or ₱2,000 + blood donation;
    • Beyond 3rd offense: License revocation may be recommended to the LTO.
  • Enforcement led by Public Safety Office (PSO), in coordination with PNP, barangay tanods, and traffic volunteers.
