AN ORDINANCE PROHIBITING THE CONDUCT OF CAROLING ALONG CITY STREETS, ROADS AND ON BOARD OF ANY KIND OF VEHICLE IN THE CITY OF NAGA AND PROVIDING PENALTIES FOR VIOLATIONS THEEREOF

Summary/Highlights

Prohibits children from conducting caroling activities along public streets or onboard any kind of vehicle in Naga City. The measure was enacted to protect the safety and well-being of children and the public from risks posed by street caroling, especially involving public utility vehicles.

Penalties for Violations:

  • 1st offense: Reprimand
  • 2nd offense: 4 hours of community service rendered by the parent at their barangay
  • 3rd and subsequent offenses: ₱1,000 fine or 8 hours of community service by the parent

The ordinance reinforces provisions of the 1987 Philippine Constitution (Art. II, Sec. 13; Art. XV, Sec. 3) that uphold children’s right to safety, protection, and development.
