Summary: The “Persons with Disabilities (PWD) Code of Naga City” is a local ordinance that codifies the city’s policies and programs to protect and empower Persons with Disabilities (PWDs), promote social justice, and address their unique needs. It aims to reduce poverty and improve employment prospects for PWDs, encourage their participation in political processes and decision-making, and enhance their access to the physical environment, public transportation, information, and communication. The ordinance also strengthens social protection through a ₱500 monthly food allowance for indigent, bedridden, and abandoned PWDs, as well as burial assistance, and expands early intervention and education for children with disabilities while ensuring gender equality and women’s empowerment. It promotes disability-inclusive disaster risk reduction and management, improves the reliability of disability data, mandates the issuance of Enhanced Persons with Disability Identification Cards (ePWD IDs) to streamline access to services and benefits, and expands the scope of the Persons with Disability Affairs Office (PDAO) into a full-fledged city department for more effective delivery of programs and support.
