This ordinance amends Section 10 of Ordinance No. 2020-046, which originally imposed a curfew from 9:00 p.m. to 5:00 a.m. in response to the COVID-19 pandemic. The amendment adjusts the curfew hours to 12:00 midnight to 4:00 a.m., in line with the Department of Trade and Industry (DTI) Memorandum Circular No. 20-39, allowing dine-in food establishments to operate until 11:00 p.m.

Key provisions include:

  • Curfew applies to all persons within the territorial jurisdiction of Naga City
  • Prohibition on loitering or presence in public spaces during curfew hours
  • Businesses must open no earlier than 4:00 a.m. and close no later than 12:00 midnight, except 24/7 establishments, which must ensure they do not serve as a haven for curfew violators
  • Ordinance takes effect upon approval and publication

The measure responds to the request of the Metro Naga Chamber of Commerce and Industry and balances public health protocols with economic considerations for the food sector.
