  1. Objective & Policy Direction

    • Aligns with ecological sustainability and compliance with ecological waste-reduction goals.

    • The City commits to inviting private sector partners to implement the project on a city-owned 2-hectare sanitary landfill site.

  2. Definitions

    • Clarifies terms such as “GCN” (City Government of Naga), “JVP” (Joint Venture Partner), “Facility Equipment,” “Feasibility Study,” etc.

  3. Technical & Financial Requirements for Proponents

    • Proposals must show proven WtE operations for at least 1 year, process ≥75 tons/day of municipal solid waste, and include experienced financial backing (bank guarantees or audited financial statements).

  4. Evaluation Committee & Procedures

    • Establishes a WtE Screening and Evaluation Committee (SEC) composed of city officials and community representatives. The SEC will score proposals based on technical (40%), operational (30%), and environmental (30%) criteria, with an 80% aggregate pass rate for technical stage.

  5. Project Equity & Investment

    • City’s equity comprises the landfill site and incoming MSW; the private partner funds all other costs.

  6. Implementation Timelines & Transfer of Technology

    • The WtE facility must be built within 2 years of contract signing, with technological know-how transfer to city personnel within 5 years after operation starts.

  7. Contract Provisions & Ownership

    • Joint Venture Contract (JVC) to detail construction, operation, maintenance, transfer of improvements, regulatory compliance, penalties, and effectivity. Upon contract termination, improvements revert to city ownership.

  8. Effectivity Clause:

    • The ordinance becomes effective 15 days after two newspaper publications in Naga City and Camarines Sur.
