The Naga City Disaster Risk Reduction and Management Council was created through Executive Order No. 2010 -017, which, among others, defines its composition and functions, as well as provides funds for it.
The council shall have the following functions and responsibilities:

The City adopted the five-year Naga City Disaster Risk Reduction and Management Plan through Resolution No. 2023-575 where the Sangguniang Panlungsod adopted the Naga City Disaster Reduction and Management Council's Resolution No. 2023-002.

The general objectives of the contingency plan are as follows:
1. To determine the immediate tasks required for the response operations during typhoon, storm surge,
coastal flooding and rain-induced landslide;
2. To conduct inventory of resources available among the cluster response groups, agencies and
departments, including the CSOs and volunteer groups;
3. To establish proper coordination through efficient communication and linkage among LDRRMC
member agencies and departments and stakeholders;
4. To provide the immediate and appropriate needs of the affected population of the municipality; and
5. To reinforce the standards of reporting system set by the NDRRMC.

The contingency plan covers the activities to be undertaken in the 2023-2028 flood season with scenarios for the likely occurrence of floods based on the previous flood experience and rainfall forecasts. It is found that most parts of the district receive normal to heavy rainfall between July and December.
The Contingency Plan is drawn on historical data and experiences of the occurrence of disasters such as floods and/or dry spells as building blocks for coming up with panning assumptions and likely scenarios should such hazards occur during the 2023-2028 rainy seasons.
OBJECTIVE OF THE PLAN
The overall objective of the Contingency Plan is to support the timely, consistent, and coordinated response to anticipated floods, thus effectively minimizing the impact of the floods on human population, livelihood, and the environment. This will in turn help reduce the scale of humanitarian needs to the affected population. The plan also has an inbuilt flexibility that allows it to embrace other
hazards such as drought and other waterborne diseases should they occur anywhere in the city.

A Contingency Plan (CP) is a planning process and a scenario-based plan that aims to prevent the occurrence of emerging threats or crises by synchronizing the plans and response systems of the agencies involved.
It establishes preparedness mechanisms and arranges response priorities before a certain disaster.
With the growing significance of CP, it has become applicable not only in DRRM but also in crisis management that involves plans and institutional arrangements to engage and guide the efforts of government, non-government, voluntary, and private agencies in comprehensive and coordinated ways to respond to the entire spectrum of crisis needs.
Contingency planning ensures that we know what to do when disaster strikes, and have the systems and tools to respond fast. It means anticipating the types of disasters we might face and knowing how to manage them when they strike. It also means rehearsing our procedures and working out where the gaps are, so that we can be ready when needed. Plans need to be regularly updated and tested through simulations.
