AN ORDINANCE AMENDING SECTION 13 OF ORDINANCE NO. 2020-07, OTHERWISE KNOWN AS THE PERSONS WITH DISABILITY CODE OF NAGA CITY,” BY EXTENDING THE VALIDITY OF EPWD-ID FROM THREE YEARS TO FIVE YEARS
Amendment to Section 13 of Ordinance No. 2020-072: Extends the validity of ePWD IDs from three (3) years to five (5) years.
Renewal Policy:
• Renewal remains free of charge.
• Requires surrender of the old ePWD-ID to the Persons with Disability Affairs Office (PDAO).
Legal Basis: Aligns with Administrative Order No. 0001, s. 2021 from the National Council on Disability Affairs (NCDA), which recommends a 5-year validity.
Rationale:
• Eliminates inconsistency between local ordinance and national administrative order.
• Provides a more favorable validity period for PWDs in Naga City.
Effectivity: Takes effect immediately upon approval.
