ORDINANCE NO. 2020-082

Summary: Ordinance No. 2020-082, enacted on August 25, 2020, by the Sangguniang Panlungsod of Naga, adopts the COVID-19 Containment Project. The ordinance authorizes the granting of honoraria to barangay volunteer frontline workers for their efforts in the fight against COVID-19. The project aims to eliminate the transmission of COVID-19 within the city and has been in effect since the onset of the enhanced community quarantine, continuing until a Philippine FDA-approved vaccine is available to the general population. The ordinance details the roles of barangay volunteer frontline workers, which include implementing lockdowns, distributing relief goods, reporting suspected cases, contact tracing, enforcing quarantine protocols, disseminating health directives, assisting disinfection teams, and other containment activities. It specifies monthly honoraria rates for various volunteer roles, such as Accredited Barangay Health Workers (PHP 2,300.00), Barangay Nutrition Scholars (PHP 3,500.00), Tanods (PHP 1,800.00), and others. The grant of honoraria is subject to the submission of an accomplishment report signed by the Punong Barangay and noted by the heads of the Health Emergency Response Task Force and relevant city government departments. The honoraria are retroactive to May 2020 or the effectivity of the General Community Quarantine. The ordinance was passed on a joint and collective motion. It was certified correct by City Vice Mayor and Presiding Officer Cecilia B. Veluz-De Asis, and Secretary to the Sangguniang Panlungsod Gil A. De La Torre. City Mayor Nelson S. Legacion approved the ordinance.
