Summary: This ordinance prohibits the hoarding and panic-buying of basic necessities and essential commodities in Naga City during times of emergency, crisis, disaster, or other similar situations. It aims to provide protection to consumers against hoarding, profiteering, and cartels, and ensure the sufficient supply, distribution, marketing, and pricing of goods, especially during calamities. Violators may face fines of up to Five Thousand Pesos ($P5,000.00$), imprisonment of up to six months, or both, and retailers may have their business permits cancelled. Violators may also be charged under Republic Act No. 7581, or the “Price Act.”
