A RESOLUTION CREATING THE SPECIAL COMMITTEE ON BARANGAY BUDGETS TASKED TO ENSURE THE APPROVAL OF THE 2020 BARANGAY BUDGETS WITHIN THE FIRST QUARTER OF THE YEAR, AND TO SUBMIT ITS ASSESSMENT AND RECOMMENDED MEASURES TO THE SANGGUNIANG PANLUGSOD AND TO THE OFFICE OF THE CITY MAYOR, TO ASSIST THE FUTURE COMPLIANCE OF BARANGAYS IN THE SUBMISSION OF AN EFFECTIVE AND RESPONSIVE BARANGAY BUDGET
Adopted on January 7, 2020, the resolution establishes a Special Committee on Barangay Budgets to ensure the timely approval of 2020 barangay budgets and to recommend measures for improved future compliance. Triggered by recurring delays in budget submissions—despite the People’s Budget Ordinance requiring them by October 30—the committee aims to prevent reenacted budgets and disruptions to government projects and services. The committee is chaired by Hon. Ghiel Rosales, with Hon. Antonio Beltran and Hon. Mary Kyle Francine B. Tripulca as members, along with City Budget Officer Frank Mendoza. A Technical Working Group, led by the Assistant City Budget Officer and supported by designated personnel from each of Naga’s 27 barangays, will assist the committee. The resolution was authored by Hon. Rosales, certified by Vice Mayor Cecilia B. Veluz-De Asis and Secretary Gil A. De La Torre, and concurred by Mayor Nelson S. Legacion.
