ORDINANCE NO. 2022-111
AN ORDINANCE SETTING GUIDELINES IN THE AWARD OF RESOLUTION OF CONGRATULATIONS AND/OR COMMENDATIONS OF THE SANGGUNIANG PANLUNGSOD OF THE CITY OR NAGA:-

EXPLANATORY NOTE
Loosely, a resolution is an expression of the opinion or will of a legislative body, and by extension, by the people they represent.
A resolution, therefore, is clothed with popular authority and should be accorded with great respect once adopted by the Sanggunian.
However, respect is earned not demanded. It is founded on positive qualities people look up to as fair, reasonable, beneficial, and a good example for others to emulate.
It is of prime importance for the Sangguniang Panlungsod to set a guidelines on the award of resolution of congratulations and/or commendation to serve as reference for the members as well as the public on when such resolution can be adopted by the Sanggunian.
This is necessary to put premium on and keep the prestige of the legislative fiat, that the recipient thereof shall truly feel its value and honor, and treasure that the recognition is well-deserved.
Further, this measure will enable the Sangguniang Panlungsod to give more time to more pressing public concern.
AN ORDINANCE SETTING GUIDELINES IN THE AWARD OF RESOLUTION OF CONGRATULATIONS AND/OR COMMENDATIONS OF THE SANGGUNIANG PANLUNGSOD OF THE CITY OR NAGA:-
BE IT ORDAINED by the SANGGUNIANG PANLUNGSOD of Naga that:
SECTION 1. Policy. Towards the vision of Naga, An Maogmang Lugar, it shall be the policy of the City Government of Naga to promote and develop responsible citizenship where residents, in dealing with others and in the conduct of their trade, are guided by fairness, courtesy, and respect, and, in whatever activities they engage in, excellence and doing their best is the common norm.
SECTION 2. Qualifications. Only residents of Naga City or organization based in the City, are qualified to receive citation through a resolution. Schools and academic institutions may be recognized for the outstanding performance of their students for obtaining the award enumerated in the following section.
SECTION 3. Guidelines. The following achievements shall be recognized by the City of Naga through a Sangguniang Panlungsod resolution:
Top award in a national and top 3 in an international academic competitions.
Top award in a national and top 3 in an international sports competitions.
Top ten placement in a government licensure and bar examinations.
Top five award in a national and international beauty pageant where the honoree represented Naga City and such representation is clear and unequivocal.
Top award given by a prestigious national award giving body.
Act of honesty when the honoree, on his own volition and by his sheer act of fairness and good heart, turn-over to authorities or return to owner valuable belongings and substantial amount of money he found, when opportunity to appropriate the same for himself is absolute. Substantial amount shall be determined with respect to the economic status of the honoree.
SECTION 4. Other Awards/Notable Achievements. Other awards, notable achievements, and other acts by any resident which are worthy of commendation to serve as a good model to others especially among the younger generations that they too may do better, shall be recognized by the City Government through a Mayoral Citation.
SECTION 5. Proponent. It shall be the responsibility of the proponent to ensure the veracity and the authenticity of the information provided. If the information is volunteered, it shall be accompanied by supporting documents and references for verification purposes.
SECTION 6. Signature of the City Mayor. All resolutions of commendations and congratulations shall be adopted on joint and collective motion and shall be submitted for the concurrence of the City Mayor.
SECTION 7. Awarding Ceremony. The awarding of the resolution and mayoral citation shall be held at the weekly flag raising ceremony of the Naga City Government at the City Hall Grounds or any occasion it may deem fit. The City Events, Protocol, Promotion, and Information Office (CEPPIO) is hereby tasked to initiate the awarding ceremony upon information thereof from the Sangguniang Panlungsod Secretary.
SECTION 8. Effectivity. This ordinance shall take effect upon its approval.
