AN ORDINANCE REQUIRING CONTRACTORS AND GOVERNMENT ENGINEERS TO COMPLETELY CLEAR ROADS, STREETS, HIGHWAYS AND BUILDING CONSTRUCTION SITES OF ALL DEBRIS AND EXCESS PILES OF CONSTRUCTION MATERIALS BEFORE THE PROJECT IS CERTIFIED AS FULLY FINISHED AND PRESCRIBING PENALTIES THEREOF
