ORDINANCE NO. 2023-053

AN ORDINANCE PROVIDING FOR THE STRICTER IMPLEMENTATION OF THE PRICE TAG LAW AMONG BUSINESS ESTABLISHMENTS AND TRADERS INVOLVED IN THE SELLING AND RETAILING OF BASIC COMMODITIES AND PRIME COMMODITIES AND SERVICES IN THE CITY OF NAGA AND PROVIDING PENALTIES THEREOF

Author(s)/Sponsor(s): Hon. Jose B. Perez
Date Enacted: June 6, 2023
Summary/Additional Info:

This ordinance enforces stricter implementation of the Price Tag Law (Articles 81 & 83 of RA 7394 and RA 7581) among business establishments and traders dealing with basic necessities and prime commodities in Naga City. It responds to recurring violations in public markets and groceries involving overpricing and failure to display correct price tags—especially during declared calamities.

Key provisions include:

  • Mandatory clear price tags for all covered goods sold in public/private markets, supermarkets, talipapas, and groceries
  • Use of blackboards, whiteboards, or tarpaulins permitted for stall-wide price displays in wet markets
  • Automatic price freeze enforcement during states of calamity declared locally or nationally
  • City enforcement via PSO and local DTI/DA coordination, with optional PNP/NBI support
  • Penalties of ₱200–₱5,000, or 1–6 months imprisonment, and revocation of permits for repeat offenders

It aims to protect consumer rights, prevent profiteering, and ensure accessible pricing during emergencies while promoting fair competition and ethical retail standards.
