Summary: This ordinance amends Section 112 of Naga City’s “Transport and Traffic Code” (Ordinance No. 93-049) to prohibit the sale, mortgage, or transfer of tricycle franchises between private individuals or entities to prevent exorbitant transfer fees. Tricycle franchises are declared non-transferable, except to immediate family members (spouse, parents, children, siblings) or among cooperative members, if they meet legal requirements. Franchise holders who stop operating must surrender their franchise to the City. Unauthorized transfers are null and void, except those submitted for approval by June 30, 1999. Violations incur fines of ₱3,000–₱5,000 and 3–6 months imprisonment. The ordinance took effect immediately upon approval.
