Summary: This ordinance regulates the use of street shoulders on all city and national roads within the territorial jurisdiction of Naga City. It defines various terms related to roads and thoroughfares, including “shoulder of streets” as the portion from the edge of the lane pavement to the inner side of the drainage canal. The ordinance strictly prohibits activities such as dumping materials or debris without a permit, repairing vehicles (except stalled ones due to breakdown), piling and burning garbage (unless ready for hauling), and double-parking that obstructs vehicular traffic.
