Summary: This ordinance sets rules for transient vendors using public spaces in Naga City during the Peñafrancia Festivities (Sept. 1–Oct. 15), allowing vending only in designated areas like parts of the Public Supermarket, with a strict ban on stalls or wares obstructing main roads, sidewalks, or key routes without proper permits. Trade fairs and carnival shows are mostly restricted from public areas except approved venues. Private properties near the CBD may be leased if needed. Businesses can’t let vendors occupy sidewalks or parking spaces beyond their lot lines. Violators face fines and possible confiscation or license revocation. The ordinance took effect upon approval.
