The Building Maintenance and Energy Efficiency and Conservation Office (BMEECO) is the renamed and expanded former Building Maintenance Office under the City Administrator's Office of the City Government of Naga. Its expansion was established under Ordinance No. 2023-010 (Energy Efficiency and Conservation Ordinance of Naga City), in furtherance of Section 7 of Republic Act No. 11285, otherwise known as the Energy Efficiency and Conservation Act.
Functions and Responsibilities
The BMEECO is mandated to perform the following functions:
1. Energy Efficiency and Conservation Planning With the technical assistance of the City Planning and Development Office (CPDO), the BMEECO spearheads the development of the Naga City Energy Efficiency and Conservation Plan (EECP), which is incorporated into the City's development and investment plan.
2. Plan Implementation Oversight Through the designated Energy Efficiency and Conservation Officer, the office oversees the implementation of the Naga City Energy Efficiency and Conservation Plan.
3. Compliance Monitoring Support The BMEECO assists the Department of Energy (DOE) in monitoring compliance of identified energy-intensive industries — including commercial, industrial, transport, power, agricultural, and public works sectors — with their energy obligations.
4. Government Energy Management Program (GEMP) Compliance The office ensures that the City Government of Naga complies with the Government Energy Management Program (GEMP), which includes the inspection and monitoring of city offices and the regular submission of inventory, electricity, and fuel consumption reports in the GEMP System.
5. ISO 50001 Certification Lead The BMEECO serves as the lead office in preparing the City Government of Naga to qualify for the ISO 50001 Energy Management System Certification.
6. Financial Recommendations It recommends financial arrangements for energy efficiency projects to the City Mayor and the Sangguniang Panlungsod of Naga.
7. Barangay Coordination The office facilitates coordination with the 27 barangays of Naga to ensure that energy efficiency and conservation measures are implemented within their respective barangay territories.
8. Research, Energy Audits, and Technical Reporting The BMEECO conducts research, studies, and energy audits, and prepares technical reports with recommendations for improving energy efficiency, including cost-benefit analyses and action plans to reduce energy consumption.
9. Other Functions It also performs such other functions and duties in furtherance of the objectives of the ordinance.

The BMEECO is funded through the Annual Budget beginning Fiscal Year 2024, based on the approved Energy Efficiency and Conservation Plan.
