FUNCTIONS

1. Conducts committee/public hearings on matters referred to it by the Sangguniang Panlungsod and recommends action thereon;
2. Develops full use of manpower obtaining or available in the City of Naga;
3. Encourages the establishment of vocational and technological schools and assist them in implementing their various programs;
4. Coordinates with the local as well as national offices of the POEA in the hiring of manpower for overseas employment;
5. Establishes programs of education and training for out-of-school youth and coordinates with civic organization in the hiring and employment of deserving youths;
6. Conducts studies and researches on employment problems of women and youth workers, wages and conditions of work of agricultural labor and the social problems of cultural minorities;
7. Conducts surveys and researches and development programs that will promote the organization of cooperatives and establishes livelihood measures, if possible in all barangays of the city;
8. Conducts studies and recommends livelihood programs that would enhance the living standards of the poor;
9. Coordinates with local, regional and national cooperative agencies for proper and effective implementation of policies and programs on cooperatives;
10. Conducts evaluation and reviews of all beneficiaries of the livelihood program of the City Government;
11. In coordination with the Metro PESO and other agencies concerned, conducts a study and formulates programs and projects designed to improve existing livelihood programs and the identification of possible resources;
12. Recommends any measures intended to improve and develop the sector;
13. Establishes a regular consultative meeting with the 27 barangays of the City and/or initiate livelihood seminars and information dissemination on livelihood program of the city government;
14. Works for the promotion, organization and regulation of cooperatives in Naga City in coordination with the CDA;
15. Establishes such structures or mechanisms that will protect, uphold and enhance cooperativism;
16. Monitors the implementation of ordinances related to manpower, livelihood development and cooperatives;
17. Performs such other functions as the Sanggunian may adopt.
