Securing Permit to Hike at Mt. Isarog Natural Park

Hiking to Mt. Isarog? Get a permit from the City ENRO.

Mt. Isarog is a protected national park and biodiversity hotspot. To help preserve it, hikers must secure a permit before climbing—especially if you’re heading to the summit via the Panicuason trail (limited to 20 hikers at a time).

Who Can Apply

  • Filipino and foreign visitors
  • Minors must submit a waiver or parental consent

What You Need to Prepare

  • Valid ID of each hiker
  • Signed waiver and release form (Download here: Waiver PDF)
  • Completed Online Application Form
  • Proof of payment (deposit slip or official receipt)
  • For research or climbs to specific camp stations in the Panicuason Trail, bring or email to tourism@naga.gov.ph a Letter of Request addressed to:

How to Apply (Online or On-site)

Option 1: Online Payment

  1. Download and fill out the waiver: Waiver PDF
  2. Scan your waiver and valid IDs
  3. Fill out the online form: Mt. Isarog Climbing Permit Form
  4. Pay the fees via Landbank deposit:
    • Account Name: LGU Naga
    • Account Number (Current): 3762-1004-51
    • Branch: LBP Rotunda Naga
  5. Email your deposit slip to: tourism@naga.gov.ph
  6. Wait for confirmation and guide assignment 

Option 2: On-site Payment

  1. Download and fill out the waiver: Waiver PDF
  2. Scan your waiver and valid IDs
  3. Fill out the online form: Mt. Isarog Climbing Permit Form
  4. Go to the Investment and Tourism Promotions Office (ITPO), Room 207, Naga City Hall 
  5. ITPO will check your online application and give you an order of payment slip
  6. Pay the fees at the City Treasurer’s Office
  7. Return to ITPO with your receipt and present it to the assisting staff
  8. ITPO will endorse your application to the City Environment and Natural Resources Office (City ENRO)
  9. Wait for permit confirmation and guide assignment
  10. Your permit and climbing certificate will be given to your assigned guide
  11. You’ll receive your certificate from the guide after completing the climb

Note:

  • Guide-to-hiker ratio is 1 guide per 5 hikers. If your group has 6 hikers, you’ll need 2 guides.
  • A porter can carry up to 15 kg.
  • Climbs to the summit are always 2 days. Hikers camp overnight at Camp Station 4, then proceed to the summit at dawn the next day—for safety and to enjoy the sunrise view.

Example for 5 Filipino hikers (2-day climb):

  • Climbing Permit: ₱100 x 5 hikers x 2 days = ₱1,000
  • Entrance Fee: ₱10 × 5 hikers = ₱50
  • Guide Fee: ₱1,000 × 1 guide x 2 days = ₱2,000 
  • Total: ₱3,050
