First Bicol-made self-service kiosks power up Naga

On April 6, 2025, Naga City launched the first Bicol-made self-service payment kiosks, KeePay, offering local entrepreneurs and communities a digital solution for everyday transactions, including bill payments, e-wallet cash-ins, mobile load purchases, and money transfers. 

Present at the event were Karlo Largoza, the CEO and founder of Keehive Solutions and Keehive Co-working Space, along with officials from the Department of Trade and Industry, such as Senior Trade-Industry Development Specialist Madel Alacar and Krizia Coronel, Economic and Research Officer of the Investment and Tourism Promotions Office. The gathering underscored Naga City’s ongoing dedication to fostering its expanding startup environment and promoting innovation-driven economic growth.

The locally developed kiosk is designed to provide 24/7 accessibility, real-time processing and a user-friendly interface with low transaction fees. KeePay supports multiple financial partners such as GCash, UnionBank, Maya, BPI, BDO, LandBank and China Bank. It also allows users to pay for utilities like CASURECO and MNWD, internet services, Home Credit loans and prepaid load for major telecom providers including Smart, TNT, TM, Globe, DITO and GOMO.

Ideal for installation in convenience stores, sari-sari stores, gas stations, transport terminals, malls, schools, offices and public markets, the kiosk aims to help business owners earn passive income while serving their communities.

KeePay is a sister company of Keehive, Naga City’s first coworking space, which launched during the pandemic to support local productivity. With the tagline, “The key is to pay with KeePay,” the company positions its kiosks as smart, scalable tools for financial inclusion and digital convenience.

The city has reported over 50 startups, representing approximately 4% of the national total, and now holds the 5th position among cities in the Philippines. Naga has also improved its position in the global rankings, climbing 73 spots from 904th to 831st place, according to StartupBlink 2024.

In partnership with national agencies, educational institutions, and the private sector, the City Government of Naga is actively fostering an environment conducive to the growth of tech startups. Being one of the pioneering cities in the nation to implement a digital innovation and startup development program, Naga is establishing a solid foundation for local startups to expand and succeed. The city aims to be acknowledged as a center of innovation with a dynamic startup community.
