PROPOSED LOCAL LEGISLATION

As expressed in Ordinance No. 2023-004 (i-Engage Ordinance), ordinary citizens have the power to help shape local laws. The following is a proposed measure, which can have a significant impact on the lives of fellow Nagueños. Your comments and suggestions can help improve this proposal.

Title of Proposed Legislation:
AN ORDINANCE REQUIRING OPERATORS, OWNERS, OR PROPRIETORS OF RESTAURANTS, FAST FOOD RESTAURANTS, CANTEENS, FOOD COURTS, BARS AND OTHER SIMILAR ESTABLISHMENTS OPERATING WITHIN NAGA CITY TO PUT UP/INSTALL A POTABLE DRINKING WATER SYSTEM ACCESSIBLE TO THE CUSTOMERS, OR SERVE THE SAME WITHOUT COST AND PROVIDING PENALTIES THEREFOR.

Customer Access to Free Potable Water Ordinance (2025-0746)

🧭 Purpose

To ensure that all food-serving establishments in Naga City provide free, clean, and accessible potable water to customers, promoting public health, affordability, and environmental sustainability.

🏢 Covered Establishments

  • Restaurants
  • Fast food chains
  • Canteens
  • Food courts (especially in malls and parks)
  • Bars
  • Other similar food-serving establishments

💧 Key Requirements

  • Must provide free potable water to customers at all times, not just upon request
  • Daily cleaning and maintenance of:
    • Water dispensers
    • Vending machines
    • Storage containers
  • Mandatory signage:
    • “Free Service Water” for standard establishments
    • “Free Self-Service Water” for smaller ones
  • Display of:
    • Business permit
    • Recent water test results
    • Monthly bacteriology test results (publicly accessible)

🏥 Role of City Health Office (CHO)

  • Conduct inspections to ensure compliance
  • Monitor water quality and sanitation standards
  • Issue citation tickets for violations
