Summary: This ordinance establishes the Terms of Reference (TOR) for the implementation of a Waste-to-Energy (WtE) Project by the City Government of Naga. The project aims to convert municipal solid waste into energy using approved thermal incineration technology, to be located within the San Isidro Sanitary Landfill.
