Summary: This ordinance establishes the “Driver-First Aider” Training Program in Naga City, making it mandatory for all jeepney, trimobile, e-trike, and padyak for hire drivers to complete free basic first aid and life support training to strengthen the city’s disaster and emergency preparedness, with certificates issued upon completion, non-compliance resulting in non-processing of Driver’s ID or permit applications or renewals, and an initial funding of P1,000,000.00 for 2018 and P2,000,000.00 for the following years.
