AN ORDINANCE REVISING ORDINANCE NO. 98-012 NOW TO BE CALLED “PROTECTIVE HELMET ORDINANCE”, REQUIRING ALL DRIVERS AND RIDERS/PASSENGERS OF MOTORCYCLES, SCOOTERS, AND MOPEDS TO WEAR THE DULY APPROVED PROTECTIVE HELMETS BY THE BUREAU OF PRODUCT STANDARDS OF THE DEPARTMENT OF TRADE AND INDUSTRY (DTI) WHILE DRIVING THEIR VEHICLES IN NAGA CITY AND IMPOSING PENALTY THEREOF

Summary: This ordinance updates Ordinance No. 98-012 by requiring all drivers and passengers of motorcycles, scooters, and mopeds in Naga City to wear properly fastened helmets approved by the DTI’s Bureau of Product Standards (with an ICC/PS mark). It prohibits riding or driving without a helmet, allowing passengers without helmets, allowing children five years old and below to ride, and wearing face masks that cover the face while using a full-face visor.
